Fees
Fees will be calculated and paid within the REACT portal, with the exception of BRRP fees. If all impacted soil has been remediated to criteria and only compliance monitoring is left to be completed, no tier assignment fee is due when the release is first assigned to a tier.
Tier Assignment Fees
At the time of tier assignment, fees are:

Annual Fees
The annual fee for the tier assigned at the time the fee is due is calculated by:
[Base fee] + (0.1[Base fee] x [number of years since first tier assignment] = annual fee
Extensions and exemptions
One year extension - If a one year extension of Deadlines for Remediation established in RCSA 22a-134tt-6 is approved, the fee is the annual fee.
Five year extension – There is no fee for a commissioner-approved five year extension of a release in Tier 3 if the groundwater plume remains in a diminishing state and is naturally attenuating.
Single Deadline Date – A creator/maintainer of multiple releases may request the commissioner set a single fee payment date.
No fee is required to be paid for a release at an owner-occupied single family home.
50% Reduced Fee:
- An owner of a residential property with four or fewer dwelling units
- The State or any political subdivision of the state
- Any 501(c)(3) federally tax-exempt nonprofit organization
- Any municipal economic development agency or entity under chapter 130 or 132 fo CGS
- Anyone receiving state, federal, or municipal brownfields funding for investigation or remediation
