What is a Cultural District?
The State of Connecticut supports cities and towns nurture the arts and economic development through the Cultural District Program. Each district is an area a municipality identifies because it contains several nonprofit and for-profit cultural facilities, activities, and assets.
Cultural Districts are walkable, compact areas of artistic and cultural activities that contribute to the social vibrancy and economic health of their communities. Cultural Districts foster community wealth by attracting people and businesses, so the community can benefit from its own cultural enterprise. They are special places where community members congregate. And because each community is unique, each Cultural District looks different.
Walkability and the Visitor Experience
A Cultural District offers an experience that encourages exploration at a human pace. While physical connectivity, such as sidewalks, may vary by community, the district must feel cohesive and inviting. Visitors should be able to enjoy a cohesive and/or significant cultural experience at a human pace. This may include moving between multiple cultural assets or simply engaging deeply with a primary asset(s) and its surrounding environment. The district should feel inviting and offer opportunities to pause, connect, and explore, whether through arts venues, shops, eateries, open spaces, or other gathering places that reflect the community's character through arts and culture.
The goal is to curate an environment where people can:
- Access multiple cultural touchpoints within a reasonable distance;
- Find places to pause and engage, such as a cafe, a bench, or a public space;
- Navigate safely and comfortably, including for those using mobility devices; and
- Experience a district that feels connected, vibrant, accessible, and welcoming.
Walkability is not defined solely by linear distance but by the quality of the experience: how easily and enjoyably visitors can immerse themselves in the cultural offerings of the district.

Assess Your Readiness
- Identify the inventory and location of cultural assets in your municipality.
- Determine whether your city or town meets the standards and criteria.
- Submit a letter of intent to establish a Cultural District to your Designated Regional Service Organization (DRSO).
