Core-CT serves as the Connecticut state government's integrated human resources, payroll and financial system. You can access tools and applications for their roles, including:

  • Human Capital Management (HCM), for payroll, time and labor, benefits, and human resources
  • Financials for general ledger, purchasing, payables, receivables, etc.
  • Enterprise Performance Management (EPM) for ad hoc reporting and State Analytical Reporting System (STARS) for Business Intelligence (BI)

Hours of System Operation: Monday - Sunday, 4:00am - 8:00pm

Register for the Core-CT HCM User Group Now!

**Registration is required to attend**

Join us for the HCM User Group session, where we’ll share updates and information across the system and resources you use regularly. 

This session will include highlights along with updates related to Benefits, Human Resources, Time and Labor, Payroll, Pension, EPM, and STARS.

We’ll also review available support through the Help Desk, walk through key resources available to assist you, and provide a brief live demonstration of the Core-CT website. The focus will be on what’s new, what’s changed, and where to find important information and tools.

This session is intended for HCM users and will emphasize practical updates, navigation tips, and available resources, with time for questions and discussion.

You will receive an email confirmation, as well as a reminder approximately one hour prior to the event, with a link to Join the meeting.  You can also join by using the Join option on your MS Teams calendar.

All State of Connecticut employees have access to the Self-Service dashboard within Core-CT. Explore the Dashboard to manage time and labor, view pay statements, edit personal details, find information on benefits and pension, get important updates like open enrollment periods, and more!

  • Financials resources 
    Core-CT is used in many financial transactions for the State of Connecticut. Find info about accounts payable, billing, procurement, and more.

  • Security liaison resources 
    Security liaisons are responsible for reviewing security requests and serving as the point of contact with the Core-CT Security Team.

Pull reports easily

To create data reports for effective decision making, there are two tools you can use:

  • Enterprise Performance Management (EPM)
  • State Analytical Reporting System (STARS)
  • EPM training, resources, and information 
    EPM is our system that archives Core-CT data. Run an EPM report to pull information and analyze the performance of your agency. Note: EPM is updated ever 24 hours and may not include the most current data.
  • STARS training, resources, and information 
    Similar to EPM, STARS is a business intelligence tool with advanced analytical and reporting capabilities. STARS pulls data from several places, including Core-CT and non-Core-CT sources.
