- Connecticut Insurance Guaranty Association and the Connecticut Life and Health Insurance Guaranty Association
- Eligible surplus lines insurers
- Foreign and alien insurance companies
- Fraternal benefit societies
- Insurance-support organizations – See §38a-991
- Life settlement providers and life settlement brokers – See §38a-465a(k)
- Nonresident insurance producers and nonresident surplus lines brokers
- Nonresident reinsurance intermediaries – See §38a-760b
- Persons alleged to have violated §38a-130 (concerning changes of control of domestic insurers)
- Purchasing groups – See §38a-261
- Risk retention groups – See §38a-252
- The Insurance Commissioner is also agent for the executors, administrators or personal representatives, receivers, trustees or other successors in interest of the persons described above.
- Unauthorized insurers or other persons assisting unauthorized insurers
- Viatical settlement providers, brokers and investment agents
- Workers’ compensation self-insurance groups – See §38a-1003
