The law takes a comprehensive approach to promoting social equity, focused on the neighborhoods most impacted by the War on Drugs. It provides for expungement of past cannabis-related crimes and reserves half of all cannabis business licenses for people from impacted neighborhoods.

Product Manufacturer
A licensed product manufacturer may perform cannabis extractions, chemical synthesis and all other manufacturing activities. Micro-cultivator
Micro-Cultivators are licensed to engage in the cultivation, growing and propagation of the cannabis plant at an establishment that is between 2,000 square feet and 10,000 square feet of grow space, prior to any expansion authorized by the Department of Consumer Protection commissioner. Once licensed, the micro-cultivator may expand up to 25,000 square feet or convert to a cultivator if they expand to more than 25,000 square feet of grow space.

Can delivery services collect payments from delivery customers at the point of delivery and then reconcile payments with the dispensary facility, hybrid retailer or retailer where the cannabis originated from at a later time?
Yes. The manner of payment collection and payment reconciliation with the originating cannabis establishment are business decisions to be made by the licensees, as long as delivery services comply with the law and adult-use cannabis policies and procedures.

Do food and beverage items need to be shelf-stable?
Yes. All cannabis products must meet the manufacturing requirements identified in Section 21a-421j-26 of the Department’s policies and procedures, including that all cannabis products shall be homogenous and shelf-stable for a minimum of 60 days after opening without refrigeration.
