Electric and gas utilities have begun notifying residential customers with unpaid and/or past-due balances that if they do not take action and contact their utility to enroll in a payment plan, they are at risk of having their gas services terminated on Thursday, May 2, 2024. If your household has received a notification from your utility company, please contact them directly to set up a payment plan to keep your services on. These plans charge no interest, and all customers qualify at least once for one or more of these plans. Clean Energy Programs


The Connecticut Public Utilities Regulatory Authority (PURA or the Authority) oversees several Clean Energy Programs established as part of PURA's Equitable Modern Grid initiative and Public Act 19-35.

Electric Vehicle (EV) Charging Program

The Electric Vehicle (EV) Charging Program is a statewide program that provides incentives for electric vehicle supply equipment and accompanying rate design offerings for program participants. Launched in January 2022, the nine-year program is administered by Connecticut's regulated electric distribution companies, Eversource Energy and The United Illuminating (UI) Company.

Residential Renewable Energy Solutions Program
The Residential Renewable Energy Solutions Program, established in 2021, is a successor program that changed how solar owners are compensated for the power their systems produce and provide to the local electric grid.

Non-Residential Renewable Energy Solutions Program
The Non-Residential Solar Renewable Energy Solutions (NRES) Program is a successor program to the Low Emission Renewable Energy Credit and Zero Emission Renewable Energy Credit (LREC/ZREC) and Virtual Net Metering (VNM) programs with the objectives to foster the sustained, orderly development of the state’s Class I renewable energy industry and to encourage the participation by customers in underserved and environmental justice communities, among others. The program is statutorily authorized to run for six (6) years and to select up to sixty (60) MW of clean energy annually.

Energy Storage Solutions Program                
The Energy Storage Solutions Program is a new program designed to help Eversource Energy and United Illuminating (UI) customers install energy storage at their home or business. Energy storage backup is aimed at helping customers across Connecticut, including homeowners, small businesses, industrial manufacturers, and critical infrastructure facilities, be more secure in the face of our changing climate.

Innovative Energy Solutions (IES) Program                   

The Connecticut Innovative Energy Solutions (IES) Program is a regulatory sandbox established through PURA Docket No. 17-12-03RE05, PURA Investigation into Distribution System Planning of the Electric Distribution Companies –Innovative Technology Applications and Programs (Innovation Pilots), designed to identify, pilot, and scale innovative ideas that enable a decarbonized, affordable, and equitable electric grid for Connecticut. The IES program seeks innovative technologies, programs, and solutions across the clean energy landscape that can help realize an equitable modern electric grid in Connecticut.


Legacy Programs

The clean energy deployment programs that exist today are preceded by legacy programs enabled by legislation passed as far back as 1998. These included the Residential Solar Investment Program (RSIP), the Low Emission Renewable Energy Credit (LREC) and Zero Emission Renewable Energy Credit (ZREC) Programs, and the Virtual Net Metering (VNM) Program. These programs offered net metering, bill credits, and incentives, among other supportive mechanisms, to encourage the development of clean and renewable energy projects and markets in Connecticut. Together, these programs led to the deploy of over 800 MW of clean energy between 2012 and today, and helped pave the way for the successor RRES, NRES and SCEF programs.
