Starting in May, electric and gas utilities began notifying residential customers with unpaid and/or past-due balances that if they do not take action and contact their utility to enroll in a payment plan, they are at risk of having their services terminated. If your household has received a notification from your utility company, please contact them directly to set up a payment plan to keep your services on. These plans charge no interest, and all customers qualify at least once for one or more of these plans. Program Overview

Energy Storage Solutions (ESS) is a statewide program that provides residential and commercial customers with incentives to install energy storage at their home or business and to use energy storage to the benefit of the grid and electric customers.

Launched in January 2022, the nine-year program is administered by the Connecticut Green Bank (CGB) along with Connecticut's regulated electric distribution companies, Eversource Energy (Eversource) and The United Illuminating Company (UI).

In June 2021, PURA issued a final decision as part of its Equitable Modern Grid initiative that established the ESS program, with the aim of deploying 580 MW of electric storage by 2030 and helping customers across Connecticut, including homeowners, small businesses, industrial manufacturers, and critical infrastructure facilities, be more secure in the face of our changing climate.

In the latest ESS annual program review, the Authority authorized several changes to the program, including:

  • Increased residential upfront incentive rates by 1.25 times for standard residential customers, and by 1.5 times for low-income and underserved residential customers, up to a maximum of $16,000 per customer;
  • Addressed energy storage data latency requirements;
  • Approved enrollment of additional energy storage technologies; and
  • Approved use of dispatch limiting schedules to address interconnection barriers.
