The Department of Public Health is a regulator focused on health outcomes, maintaining a balance between assuring quality and administrative burden on the personnel, facilities, and programs regulated. The department protects public health by regulating access to the health care professions as well as community-based and environmental providers, and provides regulatory oversight of health care facilities, drinking water systems, and other services.

Health Professionals
Drinking Water Operator Certification - The Drinking Water Section (DWS) certifies public drinking water utility personnel for the operation of treatment plants and distribution systems.
Environmental Practitioner Licensing - The Environmental Practitioner Licensure Unit certifies, licenses and regulates environmental health professionals in the Asbestos, Lead, Septic, and Sanitarian disciplines. These licensed professionals protect human health and the environment by operating within the constraints of the regulations and using “state-of-the-art” practices. The Unit’s main charge is the management and enforcement of the assorted licensing regulations for environmental health practitioners and training providers. The Unit also provides assistance to local health officials and updates training providers with periodic newsletters.
Emergency Medical Services (EMS) licensing - The Office of Emergency Medical Services administers and enforces emergency medical services statutes, regulations, programs and policies.

Licensed Facilities
Child Care Day Centers/Group Day Care Homes - The Department of Public Health is responsible for the administration of the child day care and youth camp licensing programs at the Department of Public Health. Family day care homes, group day care homes and child day care centers are required to be licensed.
Community-based Health Centers - Community Health Centers are nonprofit, health care practices located in medically underserved areas that provide high quality, primary health care in a culturally appropriate manner to anyone seeking care.
Environmental Laboratory Certification - This program approves and/or certifies all environmental laboratories (private, municipal, and state operated) which test drinking water, sewage, solid waste, soil, air, food, and other environmental samples for bacteria, inorganics, organics, and radiochemicals.

School-based Health Centers - are comprehensive primary health care facilities located within or on the grounds of schools. SBHCs are licensed as outpatient facilities or hospital satellite clinics and offer services that address the medical, mental and oral health needs of students in grades pre-K through 12
Youth Camps - Licensing assures that those youth camps that are licensed have achieved at least the minimum standards required by law to meet the health, safety and comfort needs of campers and staff.

Consumer Guide to the Department of Public Health's Investigation and Hearing Process - The prosecution of a case by the Department of Public Health can be a lengthy and complex
process. The following information is to provide guidance to those individuals who will actively participate in this process with the department investigators and attorneys, as well as for those individuals who would like to know more about how the process works.
Drinking Water -The Department of Public Health is responsible for the administration of state and federal drinking water regulations and is dedicated to assuring the quality and adequacy of our State’s public drinking water sources.
Emergency Medical Services - The Office of Emergency Medical Services administers and enforces emergency medical services statutes, regulations, programs, and policies.
Health Care Quality and Safety Branch - regulates access to the health care professions and provides regulatory oversight of health care facilities and services. The branch protects public health by ensuring competent and capable health care service providers. The branch consists of three major program components, which have responsibility for implementing state licensure and federal certification programs. Mechanisms are in place to investigate and take disciplinary action against providers, which are in violation of the law or otherwise pose a risk to public health and safety.
Regulatory Action Reports - Published quarterly, the Regulatory Action Report is a compilation of disciplinary actions taken against licensed individuals and organizations by the Connecticut Department of Public Health.
Regulatory Services Branch -has regulatory oversight of the state’s drinking water systems, child day care facilities, youth camps and environmental services. Programs include licensure, investigation, and enforcement action against suppliers/providers that are in violation of the law or otherwise pose a risk to public health and safety.
