Dear Mr. Merchant:

I have reviewed the relevant statutes applicable to your appointment as Consumer Counsel and the term of your office. It is my opinion that your term of office is controlled by Conn. Gen. Stat. § 16-2a(c), not the general provisions of Section 4-1. Consequently, your term expired on May 20, 1996, even though the Governor has not yet appointed a replacement for you. Since you no longer hold the position of Consumer Counsel the Governor may in due course appoint a successor to you pursuant to Conn. Gen. Stat. § 4-19.
