Procurement support for State agencies

The State Contracting Standards Board (SCSB) is an independent Connecticut agency. We help make State contracting fair, open, and efficient.
SCSB supports State agencies by:

  • Reviewing contracts and procurement work
  • Auditing agency practices and recommending improvements
  • Reviewing privatization proposals and certain contract disputes
  • Giving guidance on procurement rules and standards
  • Providing training on procurement best practices
  • Recommending ways to improve State contracting

SCSB also publishes its findings and recommendations to help improve accountability in State contracting.

Contest a contract solicitation or award

If you believe there was a problem with how a contract was solicited or awarded, you can file a complaint. Any bidder or proposer can file.

DAS agency services

Find procurement support from the Department of Administrative Services (DAS). Learn about prequalification, supplier diversity, and CT Source.

Disqualification

If a contractor, vendor, or business violates legal or contractual requirements, they may be disqualified from bidding on future State contracts.

Privatization & cost benefit analyses

Before your agency contracts out a service, you must submit a cost benefit analysis. Learn how the process works and where to start.

SCSB operates through several committees, subcommittees, and advisory groups. These groups review procurement practices, evaluate proposals, and provide recommendations to improve contracting policies.

Contracting Standards Advisory Council (CSAC)
