The State Contracting Standards Board (SCSB) is comprised of a Board of 14 government appointed volunteers and a staff of 7 state employees. The Board meets regularly on the 2nd Friday of every month. The Board is required by State Statute to have 3 committees that are comprised of a Chair that is appointed by the Chair of the Board, and at least 2 other Board members.The Board has also chosen to form 5 Work Groups to aid in their duties and decision making. Each Work Group has a Chair and at least 2 additional members from the Board, as appointed by the Chair of the Board. While the Chair of the Board has the authority to appoint Board members to be members or Chairs of Committees and Work Groups, membership is usually determined on a volunteer basis. 

The SCSB is also required to host 2 councils comprised of appointed representatives from state agencies, vendors, and citizens.

Regular Board Meetings

The SCSB's Board consists of 14 Connecticut residents with expertise, and experience relevant to government purchasing and contracting. For more information on the requirements for Board membership, including expertise, please see our About Us page. The Board meets regularly on the 2nd Friday of every month to conduct board business, such as approving reports and decisions made by committees, sub-committees, work groups, and sub-work groups.

Statutorily Required Committees and Councils

State statute requires the SCSB to make use of the following committees and advisory councils as they conduct State business. These panels meet on their assigned area of responsibility, make decisions based on their knowledge and information provided, and either notify the whole Board of their decision or bring the recommended decision to the whole Board for a final vote.

SCSB is statutorily required to have a Privatization Contract Committee with which it determines whether existing Connecticut services may be taken over by a private company. State employees can request that the Board review impending privatization initiatives and their corresponding business cases. Such a review would cause this committee to meet and make a decision on whether the reviewed privatization contract may continue.

If a vendor participating in a solicitation or request for proposal (RFP) process with the State has concerns that the process has progressed unfairly, they can petition the Board to review the matter. Doing so is known as contesting the solicitation or award. The Contested Solicitations and Awards Subcommittee carries out the work of the Board in reviewing and making a determination in these matters.

The Board has the ability to disqualify a vendor or company from doing business with the State, if that vendor or company fails to meet certain standards laid out in statute. The Disqualification Subcommittee is in charge of the disqualification process for the Board. A disqualification would bar the vendor or contractor from bidding or proposing for government contracts and procurement.

The Contracting Standards Advisory Council (CSAC) is unique in that its membership does not include a single member of the SCSB's Board and instead comprises of nominated Agency heads and State procurement officials. CSAC researches and analyzes State procurement issues. They then make recommendations to the Board on how to improve procurement processes.

Similar to the CSAC, the Vendor and Citizen Advisory Council does not include any members from the SCSB's Board. This Council is made up of vendors with State procurement experience and citizens with relevant education, training, or experience. They make recommendations on procurement best practices, project management, and more. This Council is currently being formed, and members are being sought and nominated.

Work Groups

The following Work Groups were formed by the Board in order to conduct SCSB business. These Work Groups are not required by State Statute but are within the purview of the Board to create in order to meet their statutory goals as an agency.

This Work Group meets with SCSB staff on the Triennial Audit that the Board is tasked with completing in statute.

This Work Group meets with the SCSB’s Staff Attorney to develop the policies and procedures the Board will use as they complete their statutorily required duties.

This Work Group meets with the Executive Director on the SCSB’s budget as it is approved by the Legislature and Governor, and as it is implemented throughout the year.

The SCSB has 2 staff personnel whose annual reviews are conducted by members of the Board. Those positions are the Executive Director and the Chief Procurement Officer. This Work Group was formed to handle that process and provide feedback to these staff.

In the Spring of 2026, the SCSB completed the process of hiring a new Chief Procurement Officer. This Work Group was formed to handle the process of selecting and interviewing applicants for that position.

Since January 2023, the Board has created and dissolved 2 Work Groups. They have been disbanded as they have filled their purpose. These two groups are listed below because their meeting minutes, agendas, and recordings are still available to the public for viewing.
