Office of Responsible Growth
The Office of Responsible Growth is established by C.G.S. Section 4-66dd as a successor to Executive Order #15 to coordinate state planning efforts around land and water resources and infrastructure improvements to support the creation of livable, diverse, and economically strong communities while protecting our natural, economic, social, and cultural resources for the benefit of current and future generations.
Programs and Responsibilities
- Prepares the Connecticut Conservation and Development Policies Plan (C&D Plan) pursuant to Chapter 297 of the Connecticut General Statutes.
- Reviews state agency plans, projects, and bonding requests for consistency with the C&D Plan.
- Reviews Regional Plans of Conservation and Development for consistency with the C&D Plan.
- Maintains inventories of Municipal Plans of Conservation and Development and Municipal Affordable Housing Plans.
- Oversaw the CT Fair Share Housing Study pursuant to Public Act No. 23-207 (Sec.18).
- Coordinates the administration of the Connecticut Environmental Policy Act.
- Coordinates the Interagency Drought Workgroup.
- Coordinates the Neighborhood Revitalization Zone(NRZ) program.
- Provides staff support to the Connecticut Water Planning Council.
- Provides staff support to the Advisory Commission on Intergovernmental Relations (ACIR).
- Functions as the state liaison to Connecticut’s Regional Councils of Governments (COGs).
- Administers Responsible Growth and Transit-Oriented Development and Regional Performance Incentive grant programs.
- Prepares the Public Investment Community (PIC) Index annually.
- Collects annual Zoning Compliance Reports regarding certain protections for group and family child care homes.
- Prepares the Land Use Training Guidelines in accordance with CGS Sec. 8-4 as amended by Public Act 23-173.
