Office of Responsible Growth Programs and Responsibilities
OPM has issued Preliminary Housing Growth Plan Guidelines. The 2025 Act Concerning Housing Growth enables the Secretary of OPM to revise these guidelines from time to time. The Secretary has chosen to seek public review and comment on the Preliminary Guidelines to promote transparency around their development. Written comments will be accepted through April 30, 2026 and should be sent to OPM.ORG@ct.gov.
Programs and Responsibilities
- Prepares the Connecticut Conservation and Development Policies Plan (C&D Plan) pursuant to Chapter 297 of the Connecticut General Statutes.
- Reviews state agency plans, projects, and bonding requests for consistency with the C&D Plan.
- Coordinates the administration of the Connecticut Environmental Policy Act.(CEPA)
- Oversaw the Connecticut Fair Share Housing Study pursuant to Public Act No. 23-207 (Sec.18).
- Functions as the state liaison to Connecticut’s Regional Councils of Governments (COGs).
- Provides staff support to the Connecticut Water Planning Council.
- Coordinates the Interagency Drought Workgroup.
- Prepares the Land Use Training Guidelines in accordance with CGS Sec. 8-4 as amended by Public Act 23-173.
- Maintains inventories of Municipal Plans of Conservation and Development and Municipal Affordable Housing Plans.
- Coordinates the Neighborhood Revitalization Zone(NRZ) program.
- Prepares the Public Investment Community (PIC) Index annually.
- Administers Responsible Growth and Transit-Oriented Development and Regional Performance Incentive grant programs.
- Reviews Regional Plans of Conservation and Development for consistency with the C&D Plan.
- Collects annual Zoning Compliance Reports regarding certain protections for group and family child care homes.
