Covered Connecticut Demonstration
Monitoring and Evaluation
Connecticut is required through the Special Terms and Conditions (STCs) of the Covered Connecticut section 1115 waiver demonstration to report progress on achieving stated goals. Reporting is done through an approved Monitoring Protocol that describes what metrics the state will report to CMS. Connecticut submitted the Monitoring Protocol to CMS on January 13, 2025, and received approval on June 24, 2025. The approved protocol is linked below.

On June 25, 2025, CMS updated the monitoring approach for Eligibility and Coverage demonstrations including the Covered Connecticut section 1115 waiver demonstration and standardized reporting templates for all demonstrations to ensure consistency in reporting. Beginning in Demonstration Year 4 (DY4) Connecticut will begin reporting according to the new guidance and schedule. Demonstration Evaluation
CMS requires states with approved 1115 waiver demonstrations to conduct an independent evaluation of the demonstration to assess whether stated goals were achieved. States, upon demonstration approval, must submit to CMS, an evaluation design plan within 180 days outlining key hypotheses, evaluation questions, measures, and methodologies to assess the demonstration's effectiveness. The Covered CT demonstration evaluation design was submitted to CMS on June 22, 2023, and was approved by CMS on June 11, 2024.
