Important Program Dates

November 3, 2025

First day for fuel deliveries that can be paid by the program.

April 1, 2026

Deadline for fuel authorizations for deliveries.

May 29, 2026

The last day that a household can apply to establish its eligibility for benefits.

June 17, 2026

Last day to submit deliverable fuel bills.

Crisis Heating Assistance Details

Benefits for Households qualifying for Crisis Heating Assistance:  

Subject to the availability of funds, the state will implement a Crisis Assistance benefit to address the heating needs of deliverable fuel heated households that have exhausted their Basic Benefits and are still at imminent risk of losing heat.

All eligible deliverable fuel heated households may receive up to three a Crisis Assistance benefits, in the amount of $425.

A redetermination of income eligibility is not required to receive Crisis Assistance.  A household qualifying for a Crisis Assistance benefit will receive an authorization for a fuel delivery within forty-eight (48) hours or eighteen (18) hours in life-threatening situations.

Deliverable Fuel Vendor Pricing Program

For the 2025-2026 program season, CEAP has updated how it sets fuel prices for participating deliverable heating fuel vendors.

County price differentials are no longer used.

  • Prices are now based on DTN, which tracks daily wholesale prices at four fuel terminals across Connecticut: Bridgeport, Hartford, New Haven, and Norwich.

By using multiple terminals, CEAP can set prices that better reflect regional costs, making pricing fairer and more consistent across the state.

Pricing Models

Vendors participating in CEAP must choose one of the following pricing models for the program year:

Model 1: Margin-Over-Rack (MOR)

  • Based on DTN’s daily wholesale price (“rack price’) for heating oil at the selected terminal.
  • CEAP adds a fixed margin of $0.50 per gallon to this price.

Example – Bridgeport Terminal (as of March 31, 2025):

  • Retail Price (ULHOB5): $2.275 per gallon
  • Fixed Margin: $0.50 per gallon
  • CEAP Price: $2.775 per gallon

Model 2: Discount-Off-Retail (DOR)

  • Based on the vendor’s lowest posted retail price for all customers.
  • CEAP subtracts a fixed discount of $0.35 per gallon from that price.
  • This model applies only to deliverable heating oil.

Example – Bridgeport Vendor (as of March 31, 2025):

  • Vendor’s Retail Price: $2.71 per gallon
  • Discount: $0.35 per gallon
  • CEAP Price: $2.36 per gallon
