2025 / 2026 Cumulative Prices 

For the 2025-2026 program season, CEAP has updated how it sets fuel prices for participating deliverable heating fuel vendors.  Prices are now based on DTN, which tracks daily wholesale prices at four fuel terminals across Connecticut: Bridgeport, Hartford, New Haven, and Norwich.  CEAP adds a fixed margin of $0.50 per gallon to this price for vendors participating under the Margin Over Rack (MOR) pricing model.  MOR pricing information will be used for deliveries starting November 3, 2025, which is the first day CEAP-funded deliveries may occur.

Please note the following: 

  • In the event of a state office closure resulting in DSS being unable to post an updated price, pricing mechanisms remain in effect until state offices open.
  • Margin Over Rack (MOR): The DTN-based MOR price will remain in effect during closure.
  • Discount Off Retail (DOR): The price will be based on the Vendor’s posted retail price, which may change daily, even during closure.
  • The deadline for fuel delivery authorizations is April 1, 2026.
  • The oil price will be posted through April 8, 2026, to accommodate deliveries authorized before the deadline.
