Banking Commissioner Announces 2026 Deposit Index

Sets Interest for Rental Security Deposits

HARTFORD - In accordance with Section 36a-26 of the Connecticut General Statutes, the Banking Commissioner has determined the deposit index for calendar year 2026 to be 0.49%.  The index is based on average rates paid on savings and money market deposits as published the last week of November in the FDIC’s National Rates and Rate Caps.

The deposit index is used to determine the interest rates required by statute to be paid for various accounts, including rental security deposits, claims for property, funds, or money delivered to the State Treasurer, mortgage escrow accounts, and public service company, certified telecommunications provider and electric supplier customer security deposits. The attached 2026 Deposit Index Memorandum provides details and statutory references on those interest rates.

In terms of rental security deposits, the Department of Banking provides educational resources for both landlords and tenants on its website, including answers to common questions concerning rental security deposits.  The site includes information related to basic rules landlords must follow, the guidelines tenants should know to protect their security deposit, the options for resolving disputes, and a listing of current and previous interest rates.  

The 2026 interest rate for rental security deposits is 0.49%.

“Tenants and landlords alike should we aware of the rules governing rental security deposits to help avoid possible conflicts,” said Commissioner Jorge Perez. “The Department of Banking investigates and attempts to resolve rental security deposit complaints.  However, an understanding of your responsibilities can go a large way in preventing these disputes.”
