CREDIT UNION ACTIVITY
Branch Closing
On June 30, 2025, Finex Credit Union, East Hartford, Connecticut, a Connecticut credit union, filed a notice pursuant to Section 36a-462a of the Connecticut General Statute to close its branch office located at 214 Spencer Street, Manchester, CT, 06040. The branch office closing is scheduled for around September 30, 2025.
Merger
On July 3, 2025, the Commissioner approved the merger of Crosspoint Federal Credit Union, a federal credit union, with and into Nutmeg State Financial Credit Union, a Connecticut credit union, pursuant to Section 36a-468a of the Connecticut General Statutes. The proposed effective date of the merger is for October of 2025.
CONSUMER CREDIT DIVISION ACTIVITY
Healthcare Finance Direct, LLC
On June 23, 2025, the Commissioner issued an Order to Cease and Desist and Order Imposing Civil Penalty (“Order”) in the matter of Healthcare Finance Direct, LLC (“Respondent”), Bakersfield, California. The basis of the Order was that: (1) Respondent engaged in small loan activity by receiving payments of principal and interest in connection with small loans made to Connecticut borrowers without obtaining the required license, in violation of Section 36a-556(a)(4) of the Connecticut General Statutes, in effect at such time; and (2) Respondent failed to provide information requested during the investigation, in violation of Section 36a-17(e) of the Connecticut General Statutes. Respondent failed to request a hearing within the prescribed time period and the allegations were deemed admitted. As a result, the Commissioner ordered Respondent to cease and desist from violating Sections 36a-556(a) and 36a-17(e) of the Connecticut General Statutes and imposed a civil penalty in the amount of $100,000 upon Respondent.
