Order for Hearing
A hearing will be held at the Department of Banking, 260 Constitution Plaza, Room 50, Hartford, Connecticut, on June 24, 2021 at 2:00 p.m. on the application of Banking Circle US Holding, Inc. to organize Banking Circle US, Stamford, Connecticut, as an uninsured bank pursuant to Section 36a-70 of the Connecticut General Statutes.

Order to Make Restitution, Notice of Intent to Issue Order to Cease and Desist
Notice of Intent to Impose Civil Penalty
On May 25, 2021, the Commissioner issued an Order to Make Restitution, Notice of Intent to Issue Order to Cease and Desist, Notice of Intent to Impose Civil Penalty and Notice of Right to Hearing (collectively, “Order and Notice”) in the Matter of: Infocom Entertainment LTD, Inc. d/b/a Atlantic Pacific Service, Los Angeles, California, and Roger Dyer (collectively, “Respondents”). The Order and Notice was the result of an investigation by the Consumer Credit Division. The Commissioner alleges that: (1) Infocom’s engaging or offering to engage in debt negotiation in this state without obtaining the required license constitutes at least one violation of Section 36a-671(b) of the Connecticut General Statutes, in effect at such time; and (2) Dyer’s engaging or offering to engage in debt negotiation in this state without obtaining the required license constitutes at least one violation of Section 36a-671(b) of the Connecticut General Statutes, in effect at such time. As part of the Order to Make Restitution, Respondents were ordered to repay $5,605.32 plus interest to an identified Connecticut debtor, and repay any other Connecticut debtor who entered into an agreement for debt negotiation services with Respondents on and after June 29, 2018, plus interest. Respondents were afforded an opportunity to request a hearing with regard to the allegations set forth in the Order and Notice.
Banking Commissioner
