Written comments will be considered only if they are received within ten days from the date of this bulletin.

Branch Activity
Section 36a-145 of the Connecticut General Statutes requires certain applications for a branch, or for a limited branch at which loans will be made, address how the establishment of the branch will be consistent with safe and sound banking practices and promote the public convenience and advantage. Plans are submitted when such applications are filed and are available for public inspection and comment at this Department for a period of 30 days. Conversion
On March 24, 2017, the Commissioner approved the conversion of Fieldpoint Private Bank & Trust ("Fieldpoint") from a federal savings association to a Connecticut bank and trust company pursuant to Section 36a-137 of the Connecticut General Statutes ("C.G.S.") and expressly authorized Fieldpoint to exercise any and all fiduciary powers granted to Connecticut banks by law. Also on March 24, 2017 and pursuant to C.G.S. Section 36a-181, the Commissioner approved an Agreement and Plan of Reorganization pursuant to which Fieldpoint will organize a holding company to be known as Fieldpoint Private Holdings, Inc.
