This bulletin constitutes the only official notification you will receive from this office concerning any of the following applications. Any observations you may have are solicited. Any comments should be in writing to Howard F. Pitkin, Banking Commissioner, at the Connecticut Department of Banking, 260 Constitution Plaza, Hartford, CT 06103-1800 or via E-mail. Written comments will be considered only if they are received within ten days from the date of this bulletin.

State Bank Activity

Section 36a-145 of the Connecticut General Statutes requires that each application for a branch, or for a limited branch at which loans will be made, be accompanied by a plan detailing how adequate services to meet the banking needs of all community residents will be provided.  Plans are submitted when such applications are filed and are available for public inspection and comment at this Department for a period of 30 days.  Questions concerning branch activity should be directed to the Financial Institutions Division, (860) 240-8180.

ORDER FOR HEARING
Pursuant to Section 36a-70 of the Connecticut General Statutes, the Commissioner has ordered a hearing to be held on June 18, 2007 at 9:00 a.m. in Room 50 of the Department of Banking, 260 Constitution Plaza, Hartford, Connecticut, to consider the issuance of a temporary certificate of authority with respect to the application of Robert Bantle, Stephen Carta, Thomas DiMaio, Gene Gorab, Tara Hawley and Brian Riley to organize Harbor Bank & Trust, Southport, Connecticut, for the purpose of doing business as a Connecticut bank.
CREDIT UNION ACTIVITY
Merger
On June 6, 2007, the Banking Commissioner, pursuant to Section 36a-468a of the Connecticut General Statutes, granted approval to Mutual Security Credit Union, Inc., Wilton, Connecticut, a Connecticut credit union to merge with Technology Groups Federal Credit Union, Watertown, Connecticut, a federally chartered credit union, with Mutual Security Credit Union, Inc, Inc. as the resulting credit union.  Also on June 6, 2007, pursuant to Section 36a-437a(h) and Section 36a-438a(d) of the Connecticut General Statutes, the Banking Commissioner granted approval to Mutual Security Credit Union, Inc., Wilton, Connecticut, to amend its bylaws to expand its field of membership in the State of Connecticut to include any and all persons who live, work, attend school, or worship in Fairfield, Litchfield and New Haven counties, as well as any and all businesses, corporations, organizations or associations located in such counties.
