State Bank Activity

Section 36a-145 of the Connecticut General Statutes requires that each application for a branch, or for a limited branch at which loans will be made, be accompanied by a plan detailing how adequate services to meet the banking needs of all community residents will be provided. Plans are submitted when such applications are filed and are available for public inspection and comment at this Department for a period of 30 days. CHECK CASHING SERVICE LICENSE ACTIVITY

On November 12, 2004, pursuant to Section 36a-581 of the Connecticut General Statutes, City Check Cashing Inc. filed an application for approval to operate a check cashing service general facility at 27 North Main Street, Enfield, CT 06082.

On November 24, 2004, pursuant to Section 36a-581 of the Connecticut General Statutes, Omnex Group, Inc. filed an application for approval to operate a check cashing service general facility at 2432 Main Street, Glastonbury, Connecticut.

SECURITIES AND BUSINESS INVESTMENTS DIVISION ACTIVITY
Broker-dealer Agent Fined $5,000 for Engaging in Private
Securities Transactions; Acting as Unregistered Agent of Issuer

On November 22, 2004, the Commissioner entered a Consent Order with respect to Donald Barton, a registered broker-dealer agent of Harvest Capital, LLC. The Consent Order alleged that from approximately June 2002 to September 2003, Donald Barton engaged in private securities transactions in violation of Section 36b-31-6e of the Regulations under the Connecticut Uniform Securities Act and transacted business as an unregistered agent of issuer of Intrust Advisors Multi-Manager Fund, L.P. in violation of Section 36b-6(a) of the Act. The Consent Order directed Donald Barton to cease and desist from regulatory violations; fined him $5,000; and required that he reimburse the department up to $1,000 for expenses incurred in connection with one or more examinations of his office to be conducted within 24 months following the entry of the Consent Order.
