This bulletin constitutes the only official notification you will receive from this office concerning any of the following applications. Any observations you may have are solicited. Any comments should be in writing to John P. Written comments will be considered only if they are received within ten days from the date of this bulletin.


BRANCH ACTIVITY
State Bank

Section 36a-145 of the Connecticut General Statutes requires that each application for a branch, or for a limited branch at which loans will be made, be accompanied by a plan detailing how adequate services to meet the banking needs of all community residents will be provided. Plans are submitted when such applications are filed and are available for public inspection and comment at this Department for a period of 30 days. CHECK CASHING SERVICE LICENSE ACTIVITY

On January 14, 2002, pursuant to Section 36a-581 of the Connecticut General Statutes, Ace Cash Express, Inc. received approval to operate check cashing service general facilities at 90 East Main Street, New Britain, Connecticut, and 593 Farmington Avenue, Hartford, Connecticut.

NAME CHANGE

On January 15, 2002, pursuant to Section 36a-82 of the Connecticut General Statutes, Bankers Trust Company Connecticut Ltd. filed an application for permission to change its name to Deutsche Bank Trust Company Connecticut Ltd. Written objection to the application may be made for a period of 30 days from the date of publication of this bulletin on the grounds that the name selected will tend to confuse the public.

CREDIT UNION DIVISION ACTIVITY
Relocation of Subsidiary Office

On January 17, 2002, pursuant to the provisions of Section 36a- 437(g) of the Connecticut General Statutes, Mutual Security Credit Union, Inc. was granted approval to amend its certificate of organization to relocate its subsidiary office from 125 East Avenue, Norwalk, Connecticut, to 404 Westport Avenue, Norwalk, Connecticut.

SECURITIES AND BUSINESS INVESTMENTS DIVISION ACTIVITY
Larry Alan Freed d/b/a Larry A. Freed & Associates Assessed $3,500
for Unregistered Investment Advisory Activity

On January 16, 2002, the Commissioner entered a Consent Order with respect to Larry Alan Freed, a sole proprietor applicant for investment adviser registration under the Connecticut Uniform Securities Act. Freed maintains his principal place of business at 180 Denslow Road, Suite7, East Longmeadow, Massachusetts. The Commissioner alleged that from at least May 11, 2001 forward, Freed transacted business as an investment adviser absent registration under the Act.

The Consent Order directed Freed to cease and desist from regulatory violations and required that he remit $3,500 to the department. Of that amount, $3,000 constituted an administrative fine and $500 represented reimbursement for agency investigative costs. The Consent Order also required that, for one year, Freed provide the department with quarterly reports concerning any securities-related complaints, actions or proceedings involving Connecticut residents.

Freed became registered as an investment adviser in Connecticut on January 16, 2002.
