DSET coordinates statewide 9-1-1 emergency service for public safety organizations and the residents of Connecticut. DSET also oversees various other emergency telecommunications services in Connecticut.

Public Safety Answering Points (PSAPs)

What is a PSAP?

Public safety answering means a facility, operated on a twenty-four hour basis, responsible for receiving 9-1-1 calls. They also dispatch emergency response services or transfer 9-1-1 calls to other public safety agencies. A PSAP is the first point of reception by a public safety agency of a 9-1-1 call. A PSAP serves the municipality in which it is located or other participating municipalities.

Connecticut Telecommunications System (CTS)

CTS unit 

The CTS unit manages over 65 sites across Connecticut to support equipment in the subsystems. It provides various ways to allow communication between public safety agencies.

Text-to-911

Connecticut residents can text an emergency message to 9-1-1 from their handheld mobile devices. Text 9-1-1 when a landline phone isn’t available or when the situation makes it unsafe to do so. 9-1-1: Call if you can, text if you can’t.

Enhanced 9-1-1 Commission

The Enhanced 9-1-1 Commission is made up of 15 members who were appointed by the Governor. They are responsible for planning, designing, implementation and coordination of the statewide emergency 9-1-1 telephone system.

CT Statewide Emergency Communications Center (CSECC)

CT Statewide Emergency Communications Center office hub.

What is the CSECC?

The CSECC functions as a back-up Public Safety Answering Point (PSAP) and training center. It is funded by federal 9-1-1 grant programs. The CSECC is located on the same grounds as the Connecticut Police Training Academy in Meriden.

Public Safety Data Network (PSDN)

Supporting Next Generation 9-1-1 services through technology

The PSDN is a high-speed fiber optic data network that provides connectivity for Next Generation 9-1-1 (NG911) services. As a single connectivity source, it integrates systems, applications, and disparate networks to easily share information and resources among the various public safety entities throughout CT.
