How to apply for a Cottage Food Operator License

The following steps must be completed prior to obtaining a cottage food license:

1. Local zoning approval: Applicants must obtain confirmation that your local zoning laws allow for cottage foods. You will attest to this on the application. You must keep a written record of zoning approval and be able to produce it if requested by DCP. Additional zoning requirements may be applicable for towns or cities that require special zoning permits.

2. Complete a food safety training course: You are required to complete a training program prior to applying. Please review our list of approved food safety courses. Once the course is completed, download a copy of your certificate. You will be asked to submit the certificate as part of your application.

3. Test your water supply: Private water supplies must be tested to confirm that it is safe for drinking. NOTE: The analysis must include E.coli, Total Coliform, Nitrates and Nitrites.

If you plan to use well water, please submit a recent water test. The Department of Public Health approves drinking water labs in Connecticut. Please review the approved list of labs to arrange testing.

4. Determine your desired food type: On the application, you will be asked what food you would like to produce. After we receive your application, an email will be sent requesting more detailed product descriptions. To learn more, visit our Cottage Food Examples page.

5. Complete an online application: Applicants may start an online application for a Cottage Food Operator (CFO) through our statewide portal eLicense.
Pay the $50 application fee to the Department of Consumer Protection.
