Change to CT General Statutes (CGS 4-98) from Public Act 25-156 Purchasing Card Program Updates
The State of Connecticut Purchasing Card (P-Card) Program Manual has been updated to reflect new statutory requirements in accordance with Public Act 25-156 (effective 10/01/2025). All state agencies using a procurement card as authorized by CGS 4-98 are required to follow the new guidelines in the P-Card Manual. Some new rules to specifically look for (this is not an all inclusive list):
• Annual Reporting
• Digitization of all receipts, reports, or other supporting documentation
• Uploading digitized records to Core-CT or other applicable financial system of record
• Agency P-Card Coordinator designation and responsibilities
