ANNUAL AGENCY P-CARD VIOLATION ENFORCEMENT REPORT DUE AUGUST 1st

REMINDER – ANNUAL AGENCY P-CARD VIOLATION ENFORCEMENT REPORT DUE AUGUST 1st 

Form CO-509, Annual Agency P-Card Violation Enforcement Report, is statutorily required to be submitted to the Office of the State Comptroller, P-Card and Cancellations Unit, by August 1st for the preceding fiscal year. The reporting period includes transactions appearing on the July (7/10/2025) through June (6/10/2026) P-Card billing statements. 

Because the August 1st reporting deadline is established by statute, the Office of the State Comptroller does not have the authority to extend or modify the deadline. Accordingly, the August 1st submission deadline remains in effect. 

Memorandum No. 2025-20, issued on October 28, 2025, notified agencies that the State of Connecticut P-Card Program Manual had been updated in accordance with Public Act 25-156. The memorandum communicated the new requirements resulting from the Act, including annual reporting, digitization of receipts and supporting documentation, and Agency P-Card Coordinator designation and responsibilities.  

All agencies are required to submit Form CO-509, even if no P-Card violations occurred during the reporting period, by August 1st.
