Sponsors of the U.S. Department of Agriculture (USDA) school nutrition programs must ensure compliance with procurement requirements. School nutrition programs include the National School Lunch Program (NSLP), School Breakfast Program (SBP), Fresh Fruit and Vegetable Program (FFVP), Special Milk Program (SMP), and Seamless Summer Option (SSO) of the NSLP.
Federal, state, and local laws and regulations specify the methods that school food authorities (SFAs) must follow to properly procure goods and services (2 CFR 200 and 7 CFR 210). State agencies are required to ensure that SFAs comply with the applicable regulations through audits, administrative reviews, technical assistance, training, guidance materials, and other means (7 CFR 210.19(a)(3)).
Procurement Review for School Nutrition Programs
State agencies that oversee the school nutrition programs review the procurement procedures of schools and institutions to ensure they comply with federal regulations. The Procurement Review is intended to provide technical assistance to ensure that schools and institutions:
- purchase goods and services using full and open competition; and
- use the nonprofit school food service account (NSFSA) funds only for allowable costs.
The CSDE conducts Procurement Reviews in conjunction with the Administrative Review of the school nutrition programs.
