The Judicial Branch personnel routinely respond to inquiries about Protection Order Registry records from NICS and other criminal justice agencies outside Connecticut that seek to determine whether a person who is subject to a protection order was served with the order, or whether a protection order includes any firearms or weapons restrictions. The Judicial Branch seeks to improve the accuracy and completeness of the the National Crime Information Center (NCIC) Protection Order File (NPOF) by completing the activities: (1) Add service information to Protection Order Registry records in the NPOF; (2) Add firearms and weapons information to Protection Order Registry records in the NPOF; and (3) Verify the accuracy, completeness, and timeliness of active Protection Order Registry records. | ||

Uniform Arrest Report (UAR) Synchronization

Summary:

The
Judicial Branch is seeking assistance under NCHIP 2013 to develop a computer
application that will assign unique state Uniform Arrest Report (UAR) control
numbers to felony arrest records (an automated process very much like the
manner in which numbers are distributed at a delicatessen counter) for use by
the state’s Automated Fingerprint Identification Systems (AFIS). The following activities are anticipated to result in the availability of additional arrest and conviction records to be included in the Interstate Identification Index: (1) Collaborate with Connecticut’s other criminal justice agencies to develop specifications for a new UAR synchronization system; and (2) Develop, test, and implement the new UAR synchronization system. The Judicial Branch will contract with a software engineer to assist with developing and implementing the new UAR synchronization system. |

FY 2013 Improving the Completeness of Firearm Background Checks through Enhanced State Data Sharing Competitive Grant Award
This Department of Justice grant program, offered to states (only in 2013) as a competitive solicitation, was specifically directed to improve access to and reporting of prohibiting mental health information such as involuntary commitments to mental health facilities, felony convictions as well as misdemeanor convictions of domestic violence, domestic violence restraining orders and immediate access to active felony and misdemeanor warrants. This grant program will also support upgrades and enhancements to electronic submissions of fingerprints to state and federal systems as well as linking of arrest and disposition.

Title: |
Improving the Completeness of Firearm
Background Checks
through Enhanced State Data Sharing |

Summary: | The
proposed project builds upon ongoing efforts and will provide a significant
and measurable improvement in data sharing and data sharing capabilities
between the State of Connecticut and Federal Firearm Authorities. It will
close serious information gaps between State and Federal criminal justice
information systems by improving the availability, accuracy, timeliness, and
completeness of key records to NICS, and will assist in the more effective
enforcement of existing state and national gun laws. The goal of this project is to examine an estimated 100,000 criminal and warrant records and make an additional 80,000 records available to NICS. The major activities that will be undertaken in support of this goal are as follows: (1) The Judicial Branch will compile and index court data for cases that may be used to improve NICS background checks; (2) update and reprogram of the Judicial Branch POR/ARM database and the POR/ARM – NICS interface to improve data collection and transmission, functions, and automation where possible. |
