Title:
COLLECT Upgrade - System Enhancement Phase 3
Summary: Known as COLLECT, the Connecticut On-Line Law Enforcement Communication Teleprocessing system provides law enforcement telecommunications among all law enforcement agencies, statewide.  This responsibility is the result of operational procedures established by the Federal Bureau of Investigation (FBI) for access to the National Crime Information Center (NCIC) and the National Law Enforcement Telecommunication System (NLETS) to obtain offender data.

This project is to provide for the services of a subject matter expert to facilitate, carry out, and support the upgrade of the COLLECT system.  In these activities, the subject matter expert will support both the Department of Public Safety (as the responsible agency) and the Department of Information Technology (as the interface agency).

Title:
Domestic Violence Protection Orders
Summary: Through use of the Order Registry, an area of further development has been identified.  The availability of a Protection Order, when associated with domestic violence, is not provided to the Order Registry in a timely manner, in large part due to the need to integrate the order registry with the case management information system (CMIS) in which the data for the Protection Order is initiated. 

More than 24,000 Protection Orders are issued each year utilizing the business process involving duplicate data entry.  The business process will be modified such that a two way interface between the Protection, Restraining, and No Contact Order Registry and the case management information system (CMIS) will be established.  Protection Order information will be electronically transmitted from the CMIS to the Court and, as soon as the order is issued, be electronically transmitted back to CMIS for immediate automated Order Registry data entry.

Title: Criminal Statute File - Improvement
Summary: The Connecticut Judicial Branch maintains Connecticut’s automated criminal statute file system that relates criminal offenses to statutory references.  As the State Legislature periodically adds and amends the statutory offenses and associated references, changes are made in the automated statute file system.  In Connecticut, all offender charges key from the structure of the automated criminal statute file.

The criminal code statute file is the basis for all arrest and charge statute information in the computerized criminal history repository.  The statute data are part of arrest and disposition court reporting to the Department of Public Safety, Division of State Police. 

This phase is to improve the expanded criminal statute file which is available through a web-based access and search engine.  New Connecticut Justice Information System (CJIS) projects have been developed as web-based applications.  Many existing legacy systems have been or are scheduled to be converted to a web environment, all of which achieve operational cost savings and efficiencies.  With the completion of the web-based statute file, external users are readily able to download current versions of the statute file for use in the respective CJIS applications.

Title:
Paperless Rearrest Warrant Network (PRAWN) - Portal and Violations
Summary: With this award, PRAWN will be integrated into the State single sign-on procedures and the associated CJIS portal.  It will provide for full integration of violations, including violations of probation, of which the offenders are fugitives and the subject of an arrest warrant. 

PRAWN is being integrated with all applicable criminal justice information systems in Connecticut and with the NCIC requirements.  The re-arrest warrant database is being promulgated for use in Connecticut's administration of the National Instant Check System (NICS) as a point of contact (POC) for weapons purchase authorizations.  Utilizing the OBTS, offender case information including rearrest warrants will be available to law enforcement agencies and the court, respectively, in the management of offenders.

Title:
Order Registry Expansion, Validations
Summary: This project is to respond to a FBI requirement that the records in the National Protection Order File (NPOF) be validated for accuracy.  The State of Connecticut forwards protection order records from the Connecticut Protective Order Registry (POR) to the National Crime Information Center (NCIC), which maintains the NPOF. 

With the proposed automated system, Connecticut’s NCIC Control Terminal Officer (CTO) will receive the records for validation and forward them to the POR management unit.  The records to be validated will then be immediately compared electronically to the Protection, Restraining and No Contact Order Registry (POR).  Any inaccurate records will then be updated automatically back through the CTO to update the NPOF.  The CTO, under FBI procedures, is required to have the interface with the NCIC.  Reoccurring errors would be recognized and sorted for internal auditing and training purposes. 

To accomplish this, system integrator /developer consultant services will be utilized to scope the required changes and modify the Protection, Restraining and No Contact Order Registry application.

Title:
Automated Fingerprint Identification System (AFIS) - Implementation Technical Support
Summary: Under this project, technical consultant services will be procured to further assist in the implementation of the integrated scope of work for the AFIS replacement and expansion of live-scan capabilities. 

Also under this project, a portable livescan (with appropriate carrying cases) will be purchased to be used to provide a training capability at distributed locations among municipal law enforcement agencies, state police troops, and tribal nations.  The equipment associated with this livescan system is to be used in explaining livescan systems and livescan uses, interfaces with the new Connecticut AFIS, and the interface of the fingerprint technology to the FBI IAFIS.  Training and presentations will be provided to law enforcement, justice, and other agencies, both as users and as interested users, for purposes associated with the identification of criminal offenders and of persons seeking fingerprint based background checks for employment or other purposes, including volunteerism.

Title:
NICS Interface - Firearm Denials
Summary: The State of Connecticut is a full Point of Contact (POC) participant in the National Instant Check System (NICS), carrying out background checks for all firearms upon the implementation of NICS. 

This project will establish an automated procedure to interface with and provide real time denial notification to the NICS Index.  The notification would immediately advise the NICS, through the NICS Index, of persons prohibited from possessing permits and firearms.  The procedure will have the capability to advise other states and include the basis for the prohibitions, e.g., misdemeanor disqualifiers, revocations due to unsuitability, risk warrants, mental defectives, etc. 

Consultant services will be utilized to formulate the additional interface requirements and further develop the weapons system computer application for the denial reporting to the NICS Index and others.
