Information about the 2024 HUSKY A Parents and Caretaker Relatives Transition

FAQs

  • Does the change affect currently enrolled children and pregnant individuals?
    Answer: No. Children under 19 and pregnant individuals will continue to be eligible for HUSKY A without any changes.

  • How does this change affect individuals currently enrolled in HUSKY A Parents and Caretaker Relatives who have income from a job and/or spousal support?
    Answer:

    If your income is more than the new income limit of 138% of the federal poverty level, you no longer qualify for the HUSKY A Parents and Caretaker Relatives program. However, if you have verified income from a job and/or spousal support, you are automatically eligible to receive HUSKY A – Transitional Medical Assistance (TMA)/Extended Medical Assistance (EMA) for up to one year starting November 1, 2024.

    Further detail about TMA for individuals with verified income from a job and EMA for individuals with spousal support income:

    • TMA/EMA provides coverage up to 12 months, as long as a child under 19 is living in the household, regardless of further increases in income.
    • All individuals who qualify for this coverage will be notified by DSS.
    • Households with both unearned income and verified earned income can be eligible for TMA.
    • All individuals who continue to be eligible for TMA/EMA will see no difference in covered benefits.
    • When TMA/EMA eligibility ends, enrollees will have the option to enroll in other health coverage based on their current circumstances.
    • Enrollees are encouraged to report any change in income or household circumstances to help us determine the best coverage options available. 


  • How does this change affect currently enrolled individuals with other types of unearned income, such as Social Security benefits?
    Answer:
    • If your unearned income is more than 138% FPL and you have no other type of income, your HUSKY A Parents and Caretaker Relatives benefits will end on October 31, 2024. You can re-apply for HUSKY if your circumstances have changed (for example, lower household income or pregnancy).
    • You will receive information about the opportunity to enroll in the Covered Connecticut Program, Advance Premium Tax Credits, Cost Sharing Reduction, and/or a Qualified Health Plan. To apply for these health coverage options, you can go online: www.accesshealthct.com or call 1-855-805-4325. 

     

  • What if I apply on or after October 1, 2024?
    Answer: Parents and Caretaker Relatives applying on or after October 1, 2024 are subject to the new income limit and are not eligible for an extension because they were not previously enrolled in the HUSKY A Parents and Caretaker Relatives program.
  • What if I’m no longer eligible for HUSKY A?
    Answer:

    We are available to help you review your health coverage options, including purchasing a Qualified Health Plan (QHP) or enrolling in the Covered CT Program through Access Health CT. Please go online to: www.accesshealthct.com or call 1-855-805-4325 to find out more.

    You may still qualify for HUSKY Health coverage through Access Health CT if: 

    • Your income has gone down since your last renewal; 
    • You are pregnant;
    • You have additional people in your household that were not previously reported.

    If you would like more information on these HUSKY Health coverage groups, please call the Access Health CT Contact Center at 1-855-805-4325.

    You can apply for other coverage with DSS if:

    • You have breast or cervical cancer or 
    • You have tuberculosis (TB) - a Limited Benefit Coverage Group for services related to the treatment of TB
    • You are blind or disabled  
    • You recently turned 65   
    • You have very high medical bills that qualify you for coverage (called “spend down”)  
    • You need family planning services - a Limited Benefit Coverage Group for men and women needing services to prevent pregnancy or to plan the number and spacing of your children.

    HUSKY Limited Benefit Coverage Groups:   Some types of HUSKY coverage do not provide full medical coverage and are considered limited benefit coverage.  If you are eligible for a Medicaid limited benefit coverage plan, you can purchase a Qualified Health Plan and the two types of coverage will work together to provide you with full coverage.
