Approved Direct Cash Transfer Pilot Programs

The Direct Cash Transfer (DCT) Initiative is currently screening for programs to be included in this pilot. Additional programs will be added as they are approved.

Income received from the programs listed below can be excluded from SNAP, Medicaid and TFA eligibility.

 

The Bridge Project

The Bridge Project provides expectant mothers and their babies with regular, unconditional cash assistance and believes that by investing directly and flexibly in early childhood, the program can break the cycle of stress and poverty passed down through generations. If you are selected to join the program, you will be asked to verify your due date, income, and location.

The Changemaker Fund

The Changemaker Fund seeks to promote social and economic mobility and to examine the impact of providing cash assistance to 'Changemakers' in three urban centers who contribute to their communities in various ways. The program supports 120 leaders 
from Bridgeport, Hartford, and New Haven who are facing economic hardship and collaborating 
to build community power and improve their lives and neighborhoods.
 
To qualify for assistance from The Changemaker, individuals must meet the following criteria:
- Live in Bridgeport,* Hartford, or New Haven, Connecticut.
- Are 18 years old or older.
- Are active and engaged in their communities to create positive change for themselves, their 
families, and their neighbors.
- Live in a household making 50% of the CT’s Median Income or less.

Wealth Accelerator CT - Cash Catalyst Program

The Cash Catalyst Program is the Wealth Accelerator's inaugural wealth-building intervention - a first-in-the-nation accelerated baby bonds program. This program is designed to model Connecticut's upcoming Baby Bonds distributions while providing valuable insights on how to maximize the wealth-building impact of cash transfers. The program was designed to be a next step for ConnCAT graduates in their wealth building journey.

4 - CT Cash for Housing Security

The 4-CT Cash for Housing Security program is designed to help families with children under age 18 in the Greater New Haven area who are currently on the family stabilization list (i.e., those who qualify for placement at a homeless shelter but cannot be served at present due to capacity constraints). Individuals selected for this program must be involved with the non-profit organization, New Reach, and will be offered an opportunity to participate in this program on a rolling basis between November and December 2025.
