In-Home Safety Enhancements

Overview

In response to Public Act No. 24-19, An Act Concerning the Health, and Safety of Connecticut Residents; In-Home Safety Enhancement Funding is now available for Medicaid enrolled Home Health Agencies (HHA) and Access Agencies (AA).

$6 million in American Rescue Plan Act (ARPA) Section 9817

The Department has made available $6 million in ARP 9817 funding to support in-home staff safety enhancements. The limited-availability, one-time funding will ensure adequate support to Home Health Agency (HHA) and Access Agency (AA) organizations and enhance the safety of a critical workforce essential to providing Home and Community Based Services to Connecticut Medicaid members.

The availability of this funding aligns with Public Act (PA) 24-19 and allows eligible providers to submit applications to the Department of Social Services (DSS). Funding requests must align with targeted interventions to support in-home staff: Training; Emergency Response Buttons/Devices, Non-Medicaid funded “buddy” or “escort;” GPS devices and tracking devices, including home-base tracking system; Electronic Health Record Risk Factor/Risk Score; Hiring of a Safety Consultant, Dedicated Phone Line for staff “in-the-field.” Only one application per organization will be accepted.

Important Dates:

  • August 07, 2024: Application Opens for HHAs and AAs
  • August 29, 2024, 11:59pm: Completed Applications Submitted to DSS 
  • September 25, 2024: Return completed attestation and cost report to DSS
  • October 31, 2024: Funding issued no later than the end of the month.  
  • November 04, 2024: 2nd Round of Applications, subject to availability of funds
  • June 30, 2025: Activities must be completed
