Section 36a-145 of the Connecticut General Statutes requires that each application for a branch, or for a limited branch at which money will be lent, be accompanied by a plan detailing how adequate services to meet the banking needs of all community residents will be provided. Plans are submitted when such applications are filed and are available for public inspection and comment at this Department for a period of 30 days. MAIN OFFICE RELOCATION

On May 19, 1998, pursuant to Section 36a-81 of the Connecticut General Statutes, approval was granted to Phoenix Charter Oak Trust Company to relocate its main office from One American Row, Hartford, Connecticut, to 38 Prospect Street, Hartford, Connecticut.

STIPULATION AND CONSENT ORDER

On May 11, 1998, Judge Alfred V. Covello for the U.S. District Court for the District of Connecticut, approved a Stipulation and Consent Order entered into by and between Bank One, Utah, National Association, and John P. Burke, Banking Commissioner. Pursuant to the terms of the Order, the Commissioner agreed not to enjoin, order or in any way seek to prevent the bank from establishing and operating ATMs in the State of Connecticut, such ATMs to allow consumers to make cash withdrawals, transfer funds and make balance inquiries, all without imposing a surcharge, but not to accept deposits. The bank agreed to operate its ATMs in Connecticut in compliance with the Federal Electronic Funds Transfer Act and to deliver to the Commissioner written notice of the locations of such ATMs that the bank establishes, owns or operates in Connecticut.
