On May 10, 2022, Governor Lamont signed Public Act (PA) 22-25, An Act Concerning the Connecticut Clean Air Act. Section 7 of PA 22-25 requires DEEP to establish and administer a program to provide rebates and/or vouchers to residents of the state who purchase an electric bicycle (E-bike) .

The CHEAPR Board is responsible for decision-making regarding rebate levels, determining income eligibility requirements for rebates for used hydrogen vehicles or electric vehicles rebates, as well as administration and annual evaluation of the CHEAPR program.
