Current Grant Opportunities
Connecticut is eligible to administer a total of $55,721,170 from the Volkswagen Settlement’s Environmental Mitigation Trust (Trust) as specified in Appendix D-2 to the Environmental Mitigation Trust Agreement for State Beneficiaries (Mitigation Trust Agreement). DEEP held the first round of Light Duty Electric Vehicle Charging Infrastructure Program (EVSE) funding under its Volkswagen NOx Mitigation Program. The Application closed on September 30, 2022.

Diesel Emissions Mitigation Program - Round 3

The application period for DEEP's third round of funding under its Volkswagen NOx Mitigation Program closed on September 30, 2021.

Public Comment History
(Comment Period Closed on Tuesday, February 16, 2021)
DEEP invited public comment on certain aspects of the third round of funding under the Volkswagen (VW) Diesel Emission Mitigation Program (Vehicle Program) and on the first round of funding under the VW Electric Vehicle Supply Equipment (EVSE) Program (EVSE Program) as described in the Notice of Request for Public Comments. The comment period closed on Tuesday, February 16, 2021, a summary of the comments received is provided below.
Diesel Emissions Mitigation Program for Eligible Mitigation Action Option 10 (DERA Program)
DEEP intends to utilize VW trust funds to match its State DERA allocation to allow for a greater variety of projects beyond those listed in the Trust. To be eligible for this match, proposed projects must be submitted for funding through the State DERA program, which will launch sometime in October. For more information please visit our State DERA program webpage.
Note: Projects initiated prior to filing an application for the program are not eligible for funding and submittal of an application is not a guarantee that a proposed project will be funded.

Semi-Annual Reporting Form for VW Grant Awardees
Awardees are required to submit semi-annual reports to DEEP on January 31 and July 31 for the six month period immediately preceding each of these dates to report progress on their awarded projects.
Certificate of Engine/Chassis Destruction Form
Awardees are required to submit this form to certify that each vehicle being replaced has been permanently disabled. Required photographic evidence of the disabled engine/chassis are also detailed in this form.
Final Request for Payment Form
Awardees are required to submit this form to receive prompt payment of their completed project. The information requested is necessary to document the completion of the project, demonstrate that payment for the project has been made, and enable the transfer of reimbursement funds to their financial institution.

This EPA document compares the different eligibility requirements and funding levels for eligible mitigation actions Nos. 1-9 and the DERA option, which is eligible mitigation action No. 10 in Appendix D-2 of the partial consent decree.
