THE CONVICTION INTEGRITY UNIT reviews prior convictions forwarded to the unit that allege a convicted person is actually innocent or the conviction was the product of actions that now cause the Division to lack confidence in the conviction. The unit investigates the claims, and if warranted, prepares a report that will be presented to the Conviction Review Panel for possible remedial action.
The Conviction Review Panel has two permanent members and two current or former senior prosecutors with no connection to the underlying conviction. The permanent members are a retired Connecticut or Federal Judge and a Connecticut defense attorney. The Panel issues its findings and recommendations and makes them publicly available on the Division’s website.
The Panel is empowered to recommend or support all available and appropriate remedies. The State’s Attorney for the original jurisdiction will be presented with the Panel’s findings and recommendation, including any minority opinion. After consultation with the Chief State’s Attorney, the State’s Attorney for the originating jurisdiction will decide on the appropriate action required to do justice in the matter.
