(Rocky Hill, CT) - A Hartford woman has been arrested and charged with fraudulently billing the government’s Medicaid health insurance program by submitting billings and receiving payments for services not provided and services provided by unlicensed individuals.
Alicia Thompkins, age 39, of Harvard Street, Hartford, was arrested on December 14, 2021 by Inspectors from the Medicaid Fraud Control Unit in the Office of the Chief State’s Attorney, and charged with one count each of Larceny in the First Degree by Defrauding a Public Community and Health Insurance Fraud.
According to the arrest warrant affidavit, between 2018 and 2020, Thompkins, a licensed clinical social worker, billed the Connecticut Medicaid Program for psychotherapy services that were not provided and billed for services rendered by unlicensed individuals. By submitting these bills, Thompkins stole $146,364.55 from the Medicaid program.
The amount of money profited by her in the amount of $146,364.55 constitutes the crime of Larceny in the First Degree by Defrauding a Public Community. The submission of claims to the Department of Social Services provided by Thompkins contained false, incomplete, deceptive or misleading information which constitutes the crime of Health Insurance Fraud.
Thompkins was released on a $150,000 non-surety bond, and is scheduled to appear in Harford Superior Court, G.A. No. 14, on December 28, 2021. The charges are merely accusations and she is presumed innocent unless and until proven guilty.
Larceny in the First Degree by Defrauding a Public Community is a class B felony punishable by up to 20 years in prison. Health Insurance Fraud is an unclassified felony punishable by up to 5 years in prison.
The case will be prosecuted by the Medicaid Fraud Control Unit. The Unit is grateful for the assistance it received in the investigation from the State Department of Social Services Office of Quality Assurance, and the New Britain Police Department.
