Division of Criminal Justice Holds Training Initiative Addressing Gun Violence and Cannabis Regulation

FOR IMMEDIATE RELEASE

(Rocky Hill, CT) - The Division of Criminal Justice held the John M. Bailey Seminar II on October 30, 2023 at the Office of the Chief State’s Attorney in Rocky Hill. The focus of the training was P.A. 23-53: An Act Addressing Gun Violence and P.A 23-79: An Act Concerning Cannabis Regulation.

More than 100 law enforcement officials attended the seminar, either in person at the Kevin T. Kane Training Center, or virtually.

Executive Assistant State’s Attorney Lisa M. D’Angelo, the Division’s Director of the Office of Ethics and Professional Standards, led the training seminar with an examination of recent laws that took effect that seek to reduce gun violence across Connecticut.

Other experts spoke about the investigation and enforcement standards concerning cannabis and high-THC hemp products, including: 

  • Academy Administrator Karen Boisvert and Division Director of Field Services Carrie-Jo McGuffey of the Police Officer Standards and Training Council
  • Forensic Examiner II Joanna Urban of the Chemical Analysis Section of the State of Connecticut Forensic Laboratory
  • Drug Control Division Director Rodrick J. Marriott of the Connecticut Department of Consumer Protection

On September 15, 2023, the Division hosted the first 2023 John M. Bailey Seminar at Choate Rosemary Hall in Wallingford. Nearly 300 police officers and law enforcement officials from throughout Connecticut registered for the one-day seminar named in honor of John M. Bailey who retired as Chief State’s Attorney in November 2003 after serving a decade as Connecticut’s chief law enforcement officer. Mr. Bailey began his career as a prosecutor in 1975 and was appointed State’s Attorney for the Judicial District of Hartford-New Britain in 1979, serving there until his appointment as Chief State’s Attorney.

Throughout his tenure as Chief State’s Attorney, Mr. Bailey emphasized greater communication and cooperation among law enforcement agencies at all levels of government.
