Statement of Windham State’s Attorney Anne F. Mahoney Concerning the Use of Deadly Force in East Hartford on September 5, 2019

On September 5, 2019, East Hartford Police responded to a 911 call coming from a residence. Mr. John J. Carras was killed as a result of interaction with the officers. The circumstances of his death are under investigation by the Office of the State’s Attorney for the Judicial District of Windham and the Connecticut State Police Eastern District Major Crime Squad.

The two officers involved are:

  • Officer Andre Lyew, who has been an East Hartford police officer since December 2018 and previously was a New Haven police officer.
  • Officer Daniel Zaleski, who has been an East Hartford police officer since December 2003.

The investigation into this incident is continuing and no additional information concerning the specific circumstances of the incident is being released at this time. Future updates will occur when deemed appropriate due to the investigation and in the public interest.

The State’s Attorney’s Office again expresses its condolences to the victims of this tragic event.
