Two Connecticut Women Charged with Stealing More Than $11,000 From Public Assistance Programs

(Rocky Hill, CT) – Two Connecticut women were arrested today and charged, in unrelated incidents, with stealing a combined $11,284.00 from programs financed by the Connecticut Department of Social Services.

Carmen Rentas, age 33, of Willimantic, and Cardie Dorvil, age 29, of Tolland, were arrested by Inspectors from the Statewide Prosecution Bureau of the Office of the Chief State's Attorney on separate warrants. Both women were charged with Larceny in the First Degree in violation of Connecticut General Statutes § 53a-122 and two counts of False Statement in the Second Degree in violation of Connecticut General Statutes § 53a-157b.

According to an arrest warrant affidavit, Rentas received $5,364.00 in Supplemental Nutrition Assistance Program (SNAP) benefits that she was not entitled to receive from August 25, 2022 through July 31, 2023. Rentas is alleged to have underreported her income, and failed to report a legally liable relative along with the legally liable relative’s income, to receive SNAP benefits. Rentas signed and submitted SNAP documents, which included information that Rentas knew was not true and intentionally misled Connecticut Department of Social Services employees. Rentas was released on a promise to appear and is scheduled to appear in Danielson Superior Court, G.A. No. 11, on April 17, 2024.

According to an arrest warrant affidavit, Dorvil received $5,920.00 in SNAP benefits that she was not entitled to receive from April 1, 2023 through November 30, 2023. Dorvil is alleged to have failed to report income to receive SNAP benefits. Dorvil signed and submitted SNAP documents, which included information that Dorvil knew was not true and intentionally misled Connecticut Department of Social Services employees. Dorvil was released on a promise to appear and is scheduled to appear in Rockville Superior Court, G.A. No. 19, on April 9, 2024.

The charges are merely accusations and Rentas and Dorvil are presumed innocent until and unless proven guilty beyond a reasonable doubt.

The Connecticut Department of Social Services investigative division submitted the arrest warrant applications for the arrests of Rentas and Dorvil. The cases are being prosecuted by the Statewide Prosecution Bureau.
