An Enfield woman was arrested today and charged with fraudulently billing the government’s Medicaid health insurance program for services that were either not rendered or performed by unlicensed personnel.
Marcy L. Taliceo, age 45, of Coolidge Drive in Enfield, was arrested by Inspectors from the Medicaid Fraud Control Unit in the Office of the Chief State's Attorney and charged with one count each of Larceny in the First Degree By Defrauding A Public Community and Health Insurance Fraud.
According to the arrest warrant affidavit, between the dates of March 2016 and August 2020, Taliceo was President, Treasurer and Secretary of Growing Potential Services (GPS), a Behavioral Health Clinician Group. During this period, Taliceo billed for treatment provided by unlicensed individuals. Taliceo additionally billed for services she alleged to have provided while clients were hospitalized or she was out of the state.
The investigation found that Growing Potential was paid by the Connecticut Medicaid Program for psychotherapy services by unlicensed individuals in the amount of $141,835.63. In addition, Growing Potential was paid a total of $6,741.02 for services that were not rendered, as the clients were hospitalized or Taliceo was out of state on the date billed. The total amount of fraud charged is $148,576.65.
Taliceo was released on a $150,000 non-surety bond and is scheduled to appear in Hartford Superior Court, G.A. 14, on March 23, 2021. The charges are merely accusations and she is presumed innocent until and unless proven guilty.
Larceny in the First Degree By Defrauding A Public Community is a class B felony punishable by up to 20 years in prison. Health Insurance Fraud is an unclassified felony punishable by up to 5 years in prison.
The case will prosecuted by the Medicaid Fraud Control Unit. The Unit is grateful for the assistance it received in this investigation from the state Department of Social Services’ Office of Quality Assurance, the state Attorney General’s Office and the New Britain Police Department.
