Judge Sentences Portland Man Convicted of Sexual Assault and Risk of Injury to a Minor

(Middletown, CT) – Michael A. Gailor, State’s Attorney for the Middlesex Judicial District, today announced that on November 17, 2025, the Honorable Laura F. Baldini imposed a sentence of 10 years in prison, execution suspended after five years served, with 10 years of probation on Justin Rowen, age 37, of Portland who was found guilty after a jury trial of Risk of Injury to a Minor and Sexual Assault in the Fourth Degree, in violation of Connecticut General Statutes §§ 53-21(a)(2) and 53a-73a .The jury returned its verdict on September 10, 2025 in Middletown Superior Court.

Evidence at trial showed that during the fall of 2022, the defendant engaged in inappropriate sexual contact with an 8-year-old child.

State’s Attorney Gailor wishes to extend his gratitude to the Portland Police Department for its efforts in the investigation and prosecution of this matter.

The case was prosecuted by Senior Assistant State’s Attorney Rafael Bustamante, with assistance from Investigator Kenneth McNamara.
