(Rocky Hill, CT) - Chief State’s Attorney Patrick J. Griffin today announced that additional charges have been filed against two individuals already facing charges related to absentee ballot fraud in the City of Bridgeport.
Inspectors from the Statewide Prosecution Bureau in the Office of the Chief State’s Attorney this week arrested Alfredo Castillo, age 54, of Bridgeport, and Margaret Joyce, age 46, of Stratford, and charged each of them with Possession of Ballots and Envelopes Restricted, in violation of Connecticut General Statutes § 9-140b(d). Both defendants were released on promises to appear in Bridgeport Superior Court, Geographical Area No. 2, on November 21, 2025.
In the case of Margaret Joyce, the State Elections Enforcement Commission voted at its July 16, 2025 meeting to refer evidence of possible criminal conduct occurring in connection with the February 27, 2024 Special Election to the Division of Criminal Justice. In the case of Castillo, a referral was made in the Commission’s October 21, 2025 meeting regarding conduct alleged to have occurred in connection with the November 4, 2025 General Election. Both referrals were accepted by the Statewide Prosecution Bureau within the Office of the Chief State’s Attorney and resulted in Joyce and Castillo being charged.
These charges are merely accusations, and the defendants are presumed innocent unless and until proven guilty in a court of law.
