Three Business Owners Arrested on Workers’ Compensation Violations

FOR IMMEDIATE RELEASE

10/16/2026

(Rocky Hill, CT) – Inspectors from the Workers’ Compensation Fraud Control Unit in the Office of the Chief State’s Attorney on October 15, 2026 arrested three business owners on arrest warrants related to violations of Connecticut’s workers’ compensation laws.

  • Luis Pomaquiza, age 42, of Southington, was charged with Defrauding a Workers’ Compensation Insurance Carrier, in violation of Connecticut General Statutes § 31‑288(g)(2)(B). Pomaquiza is the owner of LA Roofing, LLC in Middletown. In a coordinated operation with agents from the Department of Labor’s Wage & Workplace Standards Division, Inspectors conducted roof‑replacement site visits in Southington and determined that the company had multiple employees working who were not being reported to the company’s insurance carrier.
  • Jordan Tyler, age 36, of Marlborough, was charged with Noncompliance with Insurance Requirements, in violation of Connecticut General Statutes § 31‑288(f). Tyler is the owner of J.A.T. Builders, LLC in East Hartford. The investigation revealed that an employee sustained an injury while working for the company at a time when J.A.T. Builders did not have an active workers’ compensation insurance policy. As a result, the State of Connecticut’s Second Injury Fund was ordered to pay more than $25,000 in combined benefits to the injured worker and medical providers.
  • Solomon Sade, age 47, of Westport, was charged with two counts of Noncompliance with Insurance Requirements, in violation of Connecticut General Statutes § 31‑288(f). Sade is the owner of Baxter & The Blondinit, a restaurant in Westport. In coordination with agents from the state Department of Labor’s Wage & Workplace Standards Division, investigators determined that the business was operating without a workers’ compensation insurance policy on two separate occasions.

All three individuals were processed on their arrest warrants and released on $10,000 non‑surety bonds.

Pomaquiza is scheduled to appear in Middletown Superior Court, G.A. No. 9, on October 20, 2026. Tyler is scheduled to appear in Manchester Superior Court, G.A. No. 12, on October 23, 2026 and Sade is scheduled to appear in Stamford Superior Court, G.A. No. 1 on October 29, 2026.

The charges are merely accusations, and each defendant is presumed innocent unless and until proven guilty in a court of law.
