Owner of Redding Landscaping Company Charged with Failure to Maintain Workers’ Compensation Insurance Policy

(Rocky Hill, CT) - The owner of Shoots to Roots Plant Care Corp., a Redding landscaping company, has been arrested and charged with operating a business without a proper workers’ compensation insurance policy.

Matthew Lang, age 44, of Redding, was arrested on August 5, 2026 by Inspectors from the Workers’ Compensation Fraud Control Unit in the Office of the Chief State’s Attorney on a warrant charging him with one count of Noncompliance with Insurance Requirements, in violation of Connecticut General Statutes § 31-288(f).

Connecticut state law requires business owners to carry workers’ compensation insurance to insure their full liability or demonstrate their solvency and financial responsibility to compensate injured employees or other beneficiaries and pay proper workers’ compensation assessments.

Lang surrendered himself on August 5, 2026 at the Rocky Hill Police Department. He was released on a $10,000 non-surety bond. He is next scheduled to appear in Danbury Superior Court, Geographical Area No. 3, on September 28, 2026.

The case will be prosecuted by the Workers’ Compensation Fraud Control Unit in the Office of the Chief State’s Attorney in Rocky Hill. 

The charges are merely accusations, and the defendant is presumed innocent unless and until proven guilty in a court of law
