(Rocky Hill, CT) – A Winsted man and former Connecticut State Police Trooper has been arrested and charged with collecting workers’ compensation benefits in the amount of $8,341.00 during his employment as a State Trooper with the Connecticut Department of Emergency Services and Public Protection (DESPP).
Jose Campos, age 32, of Winsted, was arrested today by Inspectors from the Workers’ Compensation Fraud Control Unit in the Office of the Chief State’s Attorney and charged with one count of Larceny in the First Degree, in violation of Connecticut General Statues § 53a-122, and Fraudulent Claim or Receipt of Benefits in violation of Connecticut General Statues § 31-290c(a)(1).
According to the arrest warrant affidavit, the defendant misrepresented material facts related to the circumstances of his claimed injury. The defendant claimed, contrary to other witnesses at the scene, that while on duty at DESPP headquarters, he was struck on his lower back by a restroom door. He claimed that the door struck him with such force that it knocked him down to the floor and that he was further hit multiple times as others attempted to enter the restroom. The defendant was placed on temporary total disability status (TTD), a wage replacement benefit paid by the employer’s workers’ compensation insurance carrier while the claimant is unable to perform any type of work due to a work-related injury or illness. The defendant received $8,341.00 in replacement wages.
Campos surrendered himself today at the Rocky Hill Police Department. He was released on a $10,000 non-surety bond and is scheduled to appear in Hartford Superior Court, Geographical Area No. 14, on June 18, 2025.
The case will be prosecuted by the Workers’ Compensation Fraud Control Unit of the Office of the Chief State’s Attorney in Rocky Hill.
Larceny in the First Degree by Defrauding a Public Community is a Class C felony punishable by 1 to 10 years imprisonment and a fine of up to $10,000.00. Fraudulent Claim or Receipt of Benefits is a Class B felony punishable by 1 to 20 years imprisonment and a fine of up to $15,000.00.
The charges are merely accusations, and the defendant is presumed innocent unless and until proven guilty in a court of law.
