Former East Hartford Man Sentenced in Scheme to Defraud Medicaid

(Rocky Hill, CT) – Chief State’s Attorney Patrick J. Griffin today announced that a New Jersey man, formerly from East Hartford, has been sentenced in Hartford Superior Court for defrauding the Connecticut Medicaid Program by submitting false claims for work he did not perform.

The Honorable Michael J. Gustafson on June 4, 2026, sentenced Glenroy Patterson, age 49, to three years in prison, execution of that time suspended with five years conditional discharge. Patterson, of Jersey City, N.J., pleaded guilty on March 6, 2026 to Health Insurance Fraud, in violation of Connecticut General Statutes § 53-442, a Class B felony. The Defendant was ordered not to be a Medicaid provider. Patterson paid $102,084.17 in restitution.

By pleading guilty to a program-related felony, Patterson is also subject to mandatory exclusion as a health care provider to certain federally funded health programs pursuant to federal and state laws and regulations. Medicaid is a government program that provides health coverage to low-income, disabled and elderly individuals, and is financed by both the federal and state governments and administered by the Connecticut Department of Social Services.

An investigation by Inspectors of the Medicaid Fraud Control Unit in the Office of the Chief State’s Attorney determined that between March 2020 and December 2021, Patterson, a Licensed Board Certified Behavioral Analyst, and owner of Trading Spaces ABA, LLC, an autism specialty group, located in Glastonbury, billed for applied behavioral analysis services that were not provided. Evidence acquired through an investigation showed that Trading Spaces ABA, LLC was not meeting with clients as reported. However, Patterson submitted claims to the Department of Social Services for payment. The investigation revealed Patterson fraudulently billed and received Medicaid funds in the amount of $102,084.17.

The case was investigated and was prosecuted by the Medicaid Fraud Control Unit in the Office of the Chief State’s Attorney. The Unit is grateful for the assistance of the Department of Social Services Office of Quality Assurance, the Connecticut Office of the Attorney General, and the Norwalk Police Department.

The Connecticut Medicaid Fraud Control Unit receives 75 percent of its funding from the U.S. Department of Health and Human Services under a grant award totaling $2,612,588 for the fiscal year of October 1, 2025, through September 30, 2026.  The remaining 25 percent, totaling $870,858 for the same fiscal year, is funded by the State of Connecticut.
