(Rocky Hill, CT) - Chief State’s Attorney Patrick J. Griffin today announced that the Honorable Robin Pavia on March 12, 2025 sentenced Robert Grabarek, age 68, of Clinton, to a three-year suspended sentence and two years of probation for offenses related to the pollution of public property located in the town of Fairfield.
The Court ordered as conditions of his probation that he pay $28,235.00 into a fund carved out to compensate victims who were town employees instructed to work at the contaminated site during the commission of Grabarek’s offenses, and provide 300 hours of Community Service. The Court also ordered that Grabarek, doing business as “Osprey Environmental, LLC,” be prohibited from engaging in testing or remediation unless written approval is received from Adult Probation Services and that any subsequent administrative action, if any taken by the State regarding Robert Grabarek's professional licenses, be incorporated as additional specific condition(s) of his probation.
Grabarek, president of Osprey Environmental Engineering, LLC, of Clinton, pleaded guilty in September 2024 in Bridgeport Superior Court to charges of Illegal Disposal of Polychlorinated Biphenyls (PCBs), in violation of Connecticut General Statutes §§ 22a-467, 22a-438(b); Engaging in the Business of Collection, Storage, Treatment and Disposal of Substances, Materials and Wastes Without a Permit, in violation of Connecticut General Statutes §§ 22-454, 22a-438(b); and Illegal Discharge of materials into the Waters of the State, in violation of §§ 22a-430a, 22a-438(b).
In 2019, following a lengthy and in-depth investigation by the Fairfield Police Department and the Office of the Chief State’s Attorney, with assistance from the Connecticut Department of Energy and Environmental Protection and the U.S. Environmental Protection Agency, into the suspected corrupt activities and illegal dumping operations at the Fairfield Department of Public Works property on Richard White Way in Fairfield, Grabarek and six others were arrested. According to the arrest warrant affidavit, Grabarek participated in a continued pattern of conduct to illegally dispose of contaminated materials and to conceal the contamination from others.
This matter is being prosecuted by the Statewide Prosecution Bureau of the Office of the Chief State’s Attorney, with assistance from the Appellate Bureau of the Office of the Chief State’s Attorney and the Bridgeport State's Attorney's Office.
