Minutes of the Meeting of July 18, 2016

Chief State’s Attorney Kevin T. Kane called the meeting to order at 12:36 p.m.

In attendance were: Deputy Chief State’s Attorneys Leonard C. Boyle and John J. Russotto; State’s Attorneys Richard J. Colangelo, Jr. (Stamford/Norwalk), Matthew C. Gedansky (Tolland), Patrick J. Griffin (New Haven), Gail P. Hardy (Hartford), Kevin D. Lawlor (Ansonia/Milford), Peter A. McShane (Middlesex), Maureen Platt (Waterbury), Brian Preleski (New Britain), Stephen J. Sedensky, III (Danbury), David Shepack (Litchfield) and John C. Smriga (Fairfield).

Also present: Senior Assistant State’s Attorney Anne Mahoney, Executive Assistant State’s Attorneys Brian Austin, Jr., and Michael A. Gailor, legislative liaison Wilfred Blanchette, Director of Information Systems Evelyn Godbout and Communications and Legislative Specialist Mark A. Dupuis.

Chief State’s Attorney Kane welcomed State’s Attorney Griffin and attorney Mahoney, who has been appointed by the Criminal Justice Commission as State’s Attorney for the Judicial District of Windham effective August 1, 2016.

State’s Attorney Lawlor made a motion to accept the minutes of the June 20, 2016, meeting. The motion was seconded by State’s Attorney Sedensky and passed without opposition.

Evelyn Godbout gave a presentation on the design phase of the Case Management Project. Initial deployment and testing will be in the New Britain State’s Attorney’s office. Deputy Chief State’s Attorney Russotto stressed the leadership role the State’s Attorneys have in staff understanding and acceptance of the new system.

Deputy Chief State’s Attorney Russotto reported on the 2016-17 budget and the $1.7 million in holdbacks set by the Office of Policy and Management. A draft of the Division response will be circulated among the State’s Attorneys before the submission deadline of July 22, 2016.

State’s Attorney Sedensky inquired about the reports required under Section 2 of Public Act 16-71. Executive Assistant State’s Attorneys Austin and Gailor are working in data collection mechanisms and collection of information from the Department of Children and Families. More information will be available at the August meeting.

Chief State’s Attorney Kane reported that the Legislative Committee needs to begin review of proposals for the 2017 session of the General Assembly. State’s Attorneys should submit their recommendations as soon as possible.

There were no committee reports.

State’s Attorney Smriga reported that the Family Justice Center in Bridgeport will have an open house from 12 noon to 3:30 p.m. on July 25, 2016.

There being no further business, State’s Attorney McShane made a motion to adjourn. State’s Attorney Smriga seconded the motion and it passed without opposition at 2:05 p.m.
