Minutes of the Meeting of April 21, 2014

The meeting was called to order at 12:41 p.m. by State’s Attorney Kevin Lawlor (Ansonia-Milford), President of the Advisory Board (Board).

Also in attendance were Senior Assistant State’s Attorney James Bernardi for David Cohen (Stamford-Norwalk), Patricia Froehlich (Windham), Matthew Gedansky (Tolland), Gail Hardy (Hartford), Peter McShane (Middlesex), Maureen Platt (Waterbury), Brian Preleski (New Britain), Michael Regan (New London), Stephen Sedensky (Danbury), David Shepack (Litchfield), Sup. ASA Susan Gill for John Smriga (Fairfield), Chief State’s Attorney Kevin Kane, Deputy Chief State’s Attorneys Leonard Boyle and John Russotto, Executive Assistant State’s Attorneys Brian Austin and Michael Gailor, Mark Dupuis and Wilfred Blanchette.

State’s Attorney Shepack moved to approve the minutes of the March 17, 2014 meeting. The motion was seconded by Chief State’s Attorney Kane and passed unanimously. 

State’s Attorney Froehlich updated the attendees on the National District Attorneys Association (NDAA) Spring Conference which was held in Memphis, TN. State’s Attorney Froehlich had previously e-mailed the group a written summary of the conference. Ms. Kay Chopard Cohen was selected as the new Executive Director of the NDAA. Under Best Practices, New York’s Brady/Giglio check list that was given out at the conference was also included as part of today’s meeting packet. The summer, 2014 NDAA conference is in Denver, CO, though the agenda has not been put out yet. President Elect Michael Moore asked for volunteers to sit on an Executive Committee working group. 

State’s Attorney Froehlich’s e-mail to the group regarding authority of a state’s attorney to assign a particular law enforcement agency to handle the case was discussed. There was a meeting at which members of the Police Chief’s Association attended as well as Attorney Kane and Attorney Froehlich. It was decided that the matter was incident specific and did not call for further action.

There being no further business, State’s Attorney Hardy made a motion to adjourn the meeting at 12:53 p.m. The motion was seconded by State’s Attorney Platt and passed unanimously. 

The meeting was adjourned at 12:53 p.m.
